Person- and Family-Centered Approach: Creating a Culture of Collaboration with Clients

The Department is hosting a webinar to share our recent successes and challenges and to get your input for the next phase of this work

Over the last three years, the Department has leveraged grant funding from The Colorado Health Foundation (TCHF) to integrate person-centered principles into Department business processes, policies and partnerships. The Department defines a “person-centered approach” as thinking and behaving in ways that respect and value other people’s individual preferences, strengths, and contributions.

In 2012, the Department received grant funding from TCHF and engaged the Institute for Patient- and Family-Centered Care (IPFCC) to evaluate and provide recommendations on how we can be more aligned with principles of patient-and family-centeredness. Following the recommendations of the IPFCC, and with subsequent funding from TCHF in 2014, the Department began to implement the recommendations. As the effort expanded, we developed a client-only Advisory Council, an internal Person-Centeredness Champions group, and a Strategic Plan for person-centeredness to help guide our work and how we provide services.

In March 2016, the Department received a second grant from The Colorado Health Foundation to continue our work improving member and family engagement. This funding will allow us to collaborate with external partners on person- and family-centered practices and projects. This funding also supports the continued work of our Strategic Plan for person- and family-centeredness developed in the first phase of this effort.

Note: This presentation will focus on the Department’s broader person- and family-centeredness accomplishments as supported by a grant from TCHF.

Child Health Plan Plus Eligibility Rule-Making Hearing January 13, 2017

The Department of Health Care Policy and Financing - Child Health Plan Plus will be holding a rulemaking hearing on Friday, January 13th, 2017, 9:00 am on rules regarding CHP Eligibility Rules. The hearing will be held at: 303 East 17th Avenue, 11th Floor, Denver CO 80203.

The purpose of this rulemaking is:

The proposed rule change is to incorporate revisions mandated by Executive Order D 2012-002 (EO 2), as codified at Section 24.4-4-103.3 CRS (2014). The governor issued an Executive order which requires that state agencies review, on a continuing basis, all existing rules to ensure they use the best, most innovative and least burdensome tools for achieving their goals. A regulatory review is solely for the purpose of identifying those rules which are duplicative, overlapping, outdated and inconsistent. The Colorado Benefits Management System (CBMS) does not need to be updated for sections 50 through 600 since all rules are in alignment with federal regulations.

If you believe there will be a significant negative impact on small business, job creation or economic competitiveness, you may request that the Department of Regulatory Agencies require the rulemaking agency to prepare a cost-benefit analysis of a proposed rule or amendment. This request must be made to the Department of Regulatory Agencies by Thursday, December 15th, 2016.

You may also submit comments directly to the rulemaking agency for the agency's consideration during the upcoming rulemaking hearing.

 

November 29 Quad-Regulatory Boards Policy for Prescribing Opioids

The Colorado healthcare licensing boards in DORA’s Division of Professions and Occupations are hosting a community meeting from 10:00 a.m. to 12:00 noon on Nov. 29, 2016 at 1560 Broadway, Suite 1900.  This event will provide an opportunity for representatives from the Medical, Dental, Nursing, and Pharmacy Boards to hear from the community on the impact of the Colorado Policy for Prescribing and Dispensing Opioids and related issues.

Following the Governor’s 2013 landmark plan, the Colorado Plan to Reduce Prescription Drug Abuse, DORA’s healthcare licensing boards promulgated the above policy to provide guidance to practitioners in safely prescribing and dispensing addictive painkillers.  It was the first such joint policy in the nation, where practitioners from different disciplines agreed to a common set of standards to compassionately treat pain, while reducing the problems resulting from misuse and abuse of prescription opioids.  The Boards are now evaluating the effectiveness and usefulness of the policy to determine if any changes are needed.

The Boards for the community meeting will partner with the Colorado Consortium for Prescription Drug Abuse Prevention to raise maximum awareness about the event. Colorado patients and the community at large will participate, including healthcare professionals, patient family members, behavioral health specialists, substance abuse treatment providers, and the general public at large.  Media and local elected officials will be invited to attend.

The Boards want and need the public’s input to understand the needs of Coloradans and the impact of the policy in order to craft right-touch guidelines that serve the dual purposes of treating the individual patient and the public health.
