Changes to 2019 Medicare Physician Fee Schedule to Impact Nurses' Practice

December 28, 2018

The Centers for Medicare & Medicaid Services (CMS) on Nov. 23 published the Calendar Year 2019 Medicare Physician Fee Schedule final rule that contains several policy, payment, and quality provisions changes, effective Jan. 1, 2019, or later. This final rule contains several policies that will impact RNs and APRNs in their practice settings; several of these policy changes reflect ANA's recommendations in its August 2018 comment letter to CMS regarding the proposed rule. 

ANA believes that the policy changes will reduce documentation burden for APRNs who bill Medicare without negatively impacting patient outcomes. These changes also will allow APRNs to provide more efficient care using telehealth and communication technology-based services, meeting patients where they are and encouraging preventive and primary care usage.

DORA Rulemaking January 23, 2019 Nurse Practice Act Chapter 1 and Chapter 20

The Department of Regulatory Agencies - Professions and Occupations will be holding a rulemaking hearing on Wednesday, January 23rd, 2019, 9:00 am on rules regarding Rule Making. The hearing will be held at: DORA 1560 Broadway, 1900 Conference room, Denver CO 80202.

The purpose of this rulemaking is: 

To open Chapters 1 and 20 of its rules in order to implement changes required by passage of SB 18-027. Stakeholder input is crucial to achieving the Department's mission of consumer protection and effective licensure and enforcement, without unnecessary impediment to the economic market.

If you believe there will be a significant negative impact on small business, job creation or economic competitiveness, you may request that the Department of Regulatory Agencies require the rulemaking agency to prepare a cost-benefit analysis of a proposed rule or amendment. This request must be made to the Department of Regulatory Agencies by Sunday, December 30th, 2018.

You may also submit comments directly to the rulemaking agency for the agency's consideration during the upcoming rulemaking hearing.

DORA Notice of Rulemaking Hearing - Medical Services Prior Authorization

December 28, 2018

The Department of Health Care Policy and Financing - Medical Services will be holding a rulemaking hearing on Friday, February 8th, 2019, 9:00 am on rules regarding Prior Authorization. The hearing will be held at: 303 East 17th Avenue, 11th Floor, Denver CO 80203.

The purpose of this rulemaking is: 

The proposed rule at, Section 8.800.7.D, 8.800.7.E, 8.800.16.A.5 and 8.800.16.B, clarifies preexisting prior authorization language and defines the prior authorization process for new drugs.

If you believe there will be a significant negative impact on small business, job creation or economic competitiveness, you may request that the Department of Regulatory Agencies require the rulemaking agency to prepare a cost-benefit analysis of a proposed rule or amendment. This request must be made to the Department of Regulatory Agencies by Tuesday, January 15th, 2019.

You may also submit comments directly to the rulemaking agency for the agency's consideration during the upcoming rulemaking hearing.
